Situation Overview
As of September 11, Francine has upgraded to a hurricane and is projected to make landfall in the Gulf today. It will bring life-threatening storm surge to the Louisiana and Mississippi coastline.
Additionally, it is expected to bring substantial rainfall across Louisiana and Mississippi which brings flood risks. It is projected that Francine will move quickly north.
Emergency Declarations, Transportation Waivers, and Reentry Protocols
Federal
On September 10, President Biden approved the Louisiana Emergency Declaration. This provides Federal assistance to supplement state and local response efforts.
Louisiana
On September 9, Governor Landry signed Executive Order JML 24-142 (State of Emergency Declaration).
This ensures state resources are readily available to respond to Francine.
On September 10, Governor Landry signed Executive Order JML 24-143 (Licensed Bed Capacity for Nursing Homes).
This allows licensed nursing facilities to temporarily exceed its bed capacity when responding to Hurricane Francine).
On September 9, Secretary Donahue of the Louisiana Department of Transportation and Development signed an Emergency Order in preparation for Francine. This allows for limited exemptions for the transportation industry assisting in emergency preparedness efforts.
All tolls are waived – specifically the LA 1 toll bridge from Leeville to Port Fourchon and Grand Isle.
The size and weight restrictions, for carriers traveling for the purpose of emergency preparedness and disaster relief, shall not exceed 88,000 pounds.
On September 9, Colonel Hodges, Superintendent of Louisiana State Police and Deputy Secretary of the Department of Public Safety, signed an Emergency Declaration which justifies certain exemptions from the Federal Motor Carrier Safety Regulations.
This declaration provides relief from Title 49, Part 395.3 and Part 396.5 of the Federal Motor Carrier Safety Regulations for carriers providing direct assistance to disaster relief efforts in Louisiana.
This includes the maximum driving time for property-carrying vehicles and maximum driving time for passenger-carrying vehicles.
Tier 1 – Infrastructure and utilities repair personnel, official damage assessment teams, and other personnel deemed critical by the Parish Department of Homeland Security and Emergency Preparedness.
Tier 2 – Relief workers, healthcare agencies, insurance agents, banking organizations, business operations considered critical to recovery efforts, and other personnel deemed critical by the Parish Department of Homeland Security and Emergency Preparedness.
Tier 3 – Business operations (not identified as Tier 2) and residents.
Mississippi
On September 10, Governor Reeves declared a State of Emergency.
This will allow the state to mobilize its assets and respond as necessary to Hurricane Francine. All agencies within the state shall fulfill their emergency responsibilities set forth in the Mississippi Comprehensive Emergency Management Plan.
On September 10, Governor Reeves signed Executive Order No. 1582 (Transportation Waiver).
This Executive Order provides exemptions from Title 49, Part 395.3 and Part 396.5 of the Federal Motor Carrier Safety Regulations for carriers providing direct assistance to disaster relief efforts, restoration of essential services, and/or providing essential supplies in response to Hurricane Francine.
This includes the maximum driving time for property-carrying vehicles and maximum driving time for passenger-carrying vehicles.
As of September 11, the Mississippi Emergency Management Agency released a list of shelters and safe rooms for residents evacuating their home in the following counties: Copiah County, Hancock County, Harrison County, Jackson County, Pearl River County, Pike County, Hinds County.
